If is low the organisation can struggle

If the organisation is planning hire new staff, the unemployment rate in the industry we are working can affect talent planning. If unemployment rate is high there is more chance that the company can find the right candidate because there are more applications to choose from. If unemployment rate is low the organisation can struggle to find the right person for the role.
The Government law can affect on talent planning. The Equality Act 2010 which protects people from discrimination in the workplace such as, age, race, gender, disability, sexual orientation, religion or belief, pregnancy and maternity, and marriage and civil partnership. As talent planning including recruiting externally and training, and probation internally the Equality Act 2010 must be considered on every stage.
