The Religious Orders were the first with responsibility for providing education for children with Special Needs in Ireland from 1919 until the early 1990s, when these schools and institutions began to decline and become State run.

Three reasons for Policy and Legislation changes:
1: The Institutions and Schools formerly run by Religious Orders were taken over by the State in the early 1990s.
2: Parents, teachers and medical staff became aware of how far behind Ireland was compared to other countries in terms of providing for Special Needs children.
3: The report of the Special Education Review Committee (SERC) which was published in 1993.
