The short answer is yes. However, it’s much more complicated than that, especially if the biological parents’ rights were not voluntarily terminates, but instead terminated by the state due to abuse or neglect. Your adoptive parents’ first responsibility is to keep you safe from harm, both physical and emotional. If having a relationship with your biological parents would in any way impinge on that safety, then they are well within their rights to place strict boundaries on contact or, in some cases, not to allow contact at all.
